Pool Builders Serving Pearl, MS
DC Pools & Spas is the pool division of Dickerson Contracting, and unlike our roofing side the pool crew is ours. We install genuine Latham fiberglass pools start to finish: excavation, base prep, crane set, plumbing and deck.
On a lot of pool jobs the dig, the shell set and the concrete are three different subcontractors with three different standards. Here it is one crew and one point of contact from the first dig to the day you swim.
We built the Dickerson name on word of mouth. The pool division runs on the same habits: expectations set up front, no over-promising, and a quote that matches the bill.

Pearl Actually Adopted the Pool Code
This sounds like a technicality and it is genuinely useful. When Pearl adopted the 2018 family of international codes, it included the International Swimming Pool and Spa Code. Several of its neighbors adopted the building codes and left that one out, which means their pool requirements have to be pieced together from zoning and inference.
In Pearl they are written down. Your barrier, your equipment, your circulation and your safety requirements come from an adopted code, and the Community Development Department enforces it alongside the zoning rules.
The zoning side is specific too. A pool must sit behind the front line of the house, with a minimum of ten feet between all property lines or recorded easements and the rim of the pool, enclosed by a structure or fencing at least four feet high with a self-latching gate. Note that the measurement runs to the rim rather than the deck or the water, and that it runs from recorded easements as well as boundaries, so an easement crossing the back of a lot can move a pool well before the property line does.

The Flood Zone Question, Answered Honestly
About 15 percent of Pearl sits in a FEMA special flood hazard area, and the city's own comprehensive plan puts it at 16 percent. The other 85 percent is Zone X. We check your address rather than assume either answer.
Where it applies, Pearl takes it seriously. A separate floodplain development permit is required before development in an identified special flood hazard area, administered by the Director of Community Development. For riverine special flood hazard areas the ordinance sets the lowest floor at 18 inches above base flood elevation, and the city's published process asks for three flood elevation certificates: one before the foundation is poured, one after it is poured showing the actual elevations, and one when the job is complete.
For a pool that shapes where the shell sits, how high the equipment pad is set and where the deck sheds. It is a design question before it is a preference question, and we settle it at the site visit.
Pearl Is Not a Yazoo Clay Town
Everyone building in this metro has heard that the ground cannot be trusted. For Pearl that is mostly wrong, and we would rather tell you than sell against a problem you do not have.
USDA soil survey data across the city is dominated by Providence, Tippo, Smithdale, Guyton and Gillsburg silt loams, all with low shrink-swell. Only about seven percent of mapped Pearl sits on soils whose main component has high or very high shrink-swell potential.
That seven percent is real and it has an address. The very high shrink-swell Kipling soils form one substantial block in southwest Pearl, and a scatter of high shrink-swell Kipling and Tippah pockets runs across the southeast side. Northern and central Pearl are essentially clear of it. Which is exactly why a soil check on your lot beats a blanket claim in either direction.
Access and What Comes Out of the Hole
The excavator needs a route in, the crane needs reach and a level set-up pad, and several tons of spoil has to leave or be regraded. On an established mid-century lot with mature trees and a tight side yard, that logistics question often decides where the pool can go before any setback rule does.
We measure it with a tape on the site visit rather than discovering it with a crane on the clock.

Common questions
What fence does Pearl require around a pool?
At least four feet high with a self-latching gate, enclosing the pool, with the pool behind the front line of the house. Pearl also adopted the international swimming pool and spa code, so the detailed requirements come from an adopted code rather than inference.
How far from the property line does the pool have to sit?
A minimum of ten feet, measured to the rim of the pool, from all property lines or recorded easements. The easement half of that is what usually moves a pool.
Is my Pearl yard in a flood zone?
Probably not, but it is worth checking. About 15 percent of the city is in a special flood hazard area and the rest is Zone X. Where it applies, a separate floodplain development permit and three elevation certificates come with the job.
Is there expansive clay under my lot?
Only about seven percent of Pearl has high or very high shrink-swell soil, concentrated in one block in the southwest and a scatter across the southeast. Most of the city is silt loam with low shrink-swell. We check the address.
